Medecins du Monde Turkey (MDM-T) / Dünya Doktorları Dernegi (DDD) is a Turkish based humanitarian non-governmental organisation that facilitates access to healthcare for populations affected by armed conflict, violence, natural disasters, disease, famine, poverty and exclusion.


Our organization collaborates with partners and key stakeholders to implement projects that facilitate access to primary and secondary-level healthcare services to respond to the medical needs of displaced population.

HIERARCHICAL & FUNCTIONAL LINKS

The MEAL Officer will be under the line management of the MEAL Manager and collaborate closely with the MIS Manager & MEAL Coordinator.

Status: Fixed-Term Contract(including 2 months probation period)

EXPECTED PROFILE

Education & Qualification

·       A university degree in a relevant field (such as Management Information Systems, Computer Science, Software Engineering) is preferred. However, solid experience can be considered a substitute.

Professional experience

·       At least 1 year of professional experiences, in a similar position.

·       Proven experience in data management.

·       Preferred: Knowledge of humanitarian context in Turkey.

Technical Skills and Personal qualities required

      ·       Strong data cleaning and analysis skills.

·       Proficient in the use of MS Office and IT in general.

·       Microsoft Office Package (365)

·       Data Analysis and Reporting (Power BI, Tableau)

·       Experience in utilizing data collection tools such as DHIS2, ODK, JotForm, etc.

·       Accountability Mechanisms

·       Capacity Building and Training

·       Organised and able to manage priorities.

·       Proactive, adaptable, and capacity to take initiatives.

·       Proactive approach to identifying solutions.

·       Familiar with multicultural environment.

Languages

·       Required: Turkish and Arabic (oral and written).

RESPONSIBILITIES

·       Provide technical support for DDD’s staff members on the IM system and other data collection tools.

·       Ensure timely and accurate data entry.

·       Provide training to the staff on the effective use of the IM system.

·       Identify and address capacity-building needs in data-related skills.

·       Monitoring and Evaluation Activities (Reporting, Indicator Tracking, Questionnaires, Field visits,  Etc.)

·       Internal & External Coordination

·       Other related tasks

Data Collection

·       Support the field team on data collection, entry, and supervision of the data in all locations.

·       Follow-up the data entry of the multiple mobile unit teams in DDD IM system (DHIS2).

·       Ensure that data collected and reported meets the dimensions of data quality i.e. reliability, accuracy, timeliness, completeness, and integrity.

·       Follow up the deadlines of data entries.

·       Ensure that field staff are well-informed about each section in the utilized forms.

·       Conduct training sessions about data entry for newly hired staff or those requiring additional training.

Monitoring and Evaluation

·       Support the preparation of monthly M&E reports.

·       Conduct M&E data collection activities, as survey questionnaires, interviews and/or focus groups.

·       Knowledge of projects’ indicators and tracking them.

·       Support the MEAL Manager in preparing training modules on proposal/reporting duties for field staff and partners (if any).

·       Contribute to the production of any other reports requested by the organization or local authorities.

Accountability

·       Ensuring the feedback and complaint mechanism is implemented within the emergency response projects in Hatay.

·       Implementing the mechanism by providing information about the mechanism, communicating with affected community members for receiving complaints, feedback and recording the requests of assistance.

·       Follow-up of the mechanism with related units (medical team, psychologists, and Case Workers)

Internal Coordination

·       Technical support on data related issues, data entry, data analysis and reporting.

·       In collaboration with the field team and the MEAL Manager, prepare the inputs for the situation report (SITREP) by collecting and compiling all relevant mission information every month.

·       Ensure proper filing (soft and hard copies) of all project documentation in the mission (source of verification).

·       Produce data for communication purpose (Regional Dashboard, Snapshot etc.).

Reporting

·       Provide monthly data report for each location.

·       Collaboration with the MEAL and GRANTS team in donor reports.

·       Provide regular reporting on activities to the line-manager (bilateral meeting etc.).

·       Provide a Mission report and/or Handover document at the end of the assignment.

Other tasks related to the position

·       Participate in internal work meetings;

·       Report any security-related issues to the line manager.

·       Regular field visits to project bases for monitoring.

·       Any other relevant duties requested by the line manager.
